摘要 PROBLEM TO BE SOLVED: To provide a charging roll configured to maintain low fatigue properties, to enlarge a nip width contacting a photoreceptor drum, narrow the discharge width by making the hardness thereof lower, and then to suppress the shaving of the photoreceptor drum, and to provide a manufacturing method of the charging roll. SOLUTION: The charging roll includes an axial body 1; a conductive foamed elastic layer 2 formed on the outer circumference of the axial body 1; a resistance adjusting layer 3 formed on the outer circumference of the conductive foamed elastic layer 2; and a dielectric protective layer 4 formed on the outer circumference of the resistance adjusting layer 3. Large, rough cells (b) having a cell diameter of 500 to 600μm are formed scattered on the conductive foamed elastic layer 2, and many fine cells (a), having a cell diameter of≤100μm, are distributed on a cell wall between the scattered large, rough cells (b) so as to satisfy relation shown in an expression (α): 30≤(N<SB>a</SB>/N<SB>total</SB>)×100≤60.
