PROBLEM TO BE SOLVED: To provide a water-washable water-based penetrant for a liquid penetrant test not having a flash point, capable of suppressing to the utmost generation of excess cleaning when removing an excess penetrant by water washing, and having a similar flaw detection performance to that of a water-washable oil-based penetrant, and a liquid penetrant testing method using the penetrant. SOLUTION: The water-washable water-based penetrant for the liquid penetrant test is formed by blending; a main solvent formed by mixing an organic solvent and water at the ratio not having a flash point wherein a reversible change occurs by a temperature change between two phase states, namely, a state where the organic solvent is dissolved into the water to form a single phase, and a state where the organic solvent is separated from the water to form two phases; an oil-soluble red dye or an oil-soluble fluorescent dye to be dissolved into the organic solvent; and a surfactant.
