PROBLEM TO BE SOLVED: To provide a heavy metal elution preventing method for a baked material of a civil engineering material low in terms of cost, capable of being easily executed and capable of preventing the elution of heavy metals, especially hexavalent chromium over a long time. SOLUTION: In the heavy metal elution preventing method for polluted soil containing heavy metals and the baked material obtained by baking a baked raw material such as incineration ash or the like, a reducing agent is made to penetrate the baked material from the surface layer part thereof by hot water absorption before the baked material reaches the normal temperature in a cooling process after baking.
