PROBLEM TO BE SOLVED: To solve the problem that a user takes a time to draw out paper and becomes unpleasant when the paper is subsequently used since the end of the residual rolled paper is kept hidden and cannot be viewed when the rolled paper is cut in a toilet paper holder. SOLUTION: The rolled paper is cut by depressing a paper cut plate with a hand. The paper cut plate to be linked with the movement of depression is moved by force of a spring in a paper drawing-out device.
