In a mobile communication system into which Home eNBs have been introduced, information of mobile stations individually permitted to access to Home eNBs can be easily registered and the permitted mobile stations are enabled to use a service of connecting to Home eNBs substantially at the same time as the registration of access permission. In order to control access to a base station intended for particular users, in the base station intended for the particular users, information of mobile stations individually permitted to access the base station intended for the particular users is inputted. Then, the information of the access-permitted mobile stations is notified to a mobile communication management apparatus on a network. In the mobile communication management apparatus, the access-permitted mobile stations are associated with the base station intended for the particular users and then recorded. When an access-permitted mobile station enters or appears in a position registration area covering the base station intended for the particular users, the information of connecting to the base station intended for the particular users is notified to the mobile station from the mobile communication management apparatus.
