A system for operating a wireless application(or data) is provided to enable a user who has a wireless terminal in which an IC chip or IC card is mounted to receive a predetermined card application(or data) immediately or later regardless of the time and/or location. A system for operating a wireless application(or data) comprises the followings: a storage medium in which license information, required in a application issuance or post issuance relaying service, is stored; a management server(2,130) which comprises a license processing unit for providing the license information stored in the storage medium to a server(or device) which requests the application issuance or post issuance relaying service; a license requesting part(105) which requests an issuance or post issuance license of an desired application from the management server; and an issuing part(115) which extracts or generates the requested application based on application issuance or post issuance requesting information received by a receiving part. |
