PROBLEM TO BE SOLVED: To provide a high recording density information recording and reproducing apparatus in which power consumption is low and thermal stability is high. SOLUTION: The apparatus has a recording layer and a recording means for recording information by applying a voltage to the recording layer to generate a resistance change resulting from a phase change in the recording layer, the recording layer constitutes the information recording and reproducing apparatus of a material having Ramsdelite structure.
