<P>PROBLEM TO BE SOLVED: To solve the matter of a conventional light-emitting element that a substrate and a reflector are independent bodies and correct alignment of them takes time and effort, and that an adhesive layer sticking them absorbs light from the light-emitting element. <P>SOLUTION: A metal paste layer 201 is formed by laminating a metal paste directly on a substrate 12 having a circuit pattern 13, the circuit pattern 13 is exposed by forming a recess 203 in the metal paste layer 201 and the side face of the recess 203 is used as a reflecting surface 18. A porous reflector 20 is provided by sintering the metal paste layer 201 and a light reflecting layer 19 is formed on the reflecting surface 18.
