<P>PROBLEM TO BE SOLVED: To provide a non-hit switching circuit capable of performing a non-hit path switching by using common staff information in a SDH (Synchronous Digital Hierarchy) transmitter, and to provide its common staff generation method. <P>SOLUTION: The non-hit switching circuit 10 receives data sent out through at least two transmission lines 12 and 14, pointer interpretation parts 20 and 22 respectively take out received staff information 110 and 112 from the two pieces of received data, and a staff detection part 30 detects staff information in common to the route of the two pieces of received data by counting the received staff information 110 and 112.
