PROBLEM TO BE SOLVED: To provide an electric double layer capacitor excellent in electric voltage endurance property. SOLUTION: A predetermined amount of cold water, ruthenium chloride solution, and Ketjenblack are supplied in a revolution reactor. The reactor is churned for 1-20 minutes with predetermined centrifugal force, and sodium hydroxide is added. With predetermined centrifugal force, the inner cylinder is turned for 30 seconds to 10 minutes so that thin film of reactive material is formed on the inner wall. At the same time, shearing stress and centrifugal force are applied to the reactive material, and chemical reaction is promoted to obtain Ketjenblack, in which ruthenium oxide nano-particles are subjected to high dispersion support. The obtained ruthenium oxide Ketjenblack complex is passed and filtered through a filter holder and subjected to vacuum drying at 100°C for 12 hours so as to obtain complex powder, in which ruthenium oxide nano-particles are supported by Ketjenblack in a highly dispersed state. Then, the ruthenium oxide nano-particles supported by the Ketjenblack in a highly dispersed state is made to be supported by polarizing electrode material or supported by an inner wall of an exterior case so that it is contained inside a capacitor element.
