PROBLEM TO BE SOLVED: To provide a sound absorbing material and a manufacturing method of a sheet base material used for the sound absorbing material, capable of easily assuring a path length of a vibration transmission path, while preventing a thickness dimension from becoming large. SOLUTION: The sound absorbing material 21 is composed by stacking the sheet base materials 11a and 11b having through-holes 12a and 12b. The through-holes 12a and 12b are separately arranged along an XY plane which is orthogonal to a stacking direction, on the stacked sheet base materials 11a and 11b. A spacer 13 for assuring a gap 22 between the pair of sheet base materials 11a and 11b is provided on the sheet base material 11a. The spacer 13 is provided so that each of the through-holes 12a and 12b of the pair of sheet base materials 11a and 11b may penetrate through via the gap 22. The sheet base material 11a forms the through-hole 12a by punching and bending processing of the sheet base material 11a, and the spacer 13 is unitedly formed with the sheet base material 11a by the bending processing.
