PROBLEM TO BE SOLVED: To provide a cutting or grinding single layer diamond wheel for minimizing a spark. SOLUTION: A diamond grain 2 is brazed and fixed to a surface of a substrate 1 via an Ni brazing filler metal 3, and next, fine spherical glass beads are injected into the diamond grain 2 and a brazing filler metal 3 surface by a blast device, and the brazing filler metal 3 surface is smoothly formed, and the brazing filler metal of the surface of the diamond grain 2 is removed.
