PROBLEM TO BE SOLVED: To provide a preliminary seedling base which can adequately be changed over into a developing state in which user-friendliness is prioritized according to surrounding circumstances and a storage state in which space efficiency is prioritized. SOLUTION: The preliminary seedling base 1 is equipped with a fixed-side preliminary seedling-loading part 2 and a movable-side preliminary seedling-loading part 3. The fixed-side preliminary seedling-loading part 2 is equipped with a fixed-side frame 21 and a plurality of fixed-side receiving bases 22 installed in a row at intervals in the vertical direction to a movable side frame 21. The movable-side preliminary seedling-loading part 3 is equipped with a movable side frame 31 movably supported to the fixed-side preliminary seedling-loading part 2 and a plurality of movable-side receiving base 32 installed in a row at intervals in the vertical direction to the movable-side frame 31. The movable-side frame 31 is movably supported between an expansion state located on the side of the fixed-side preliminary seedling-loading part 2 and a storage state relatively located onto the fixed-side preliminary seedling loading part side than the expansion state.
