PROBLEM TO BE SOLVED: To provide an energy generation method to which a balance method using hydraulic power is applied. SOLUTION: Buckets keeping water therein and provided with heads are provided in a plurality of steps, and the bucket is balanced by wire. The bucket is moved up and down by transferring water in the bucket. An operation rod is rotated in an up and down direction by this movement, and kinetic momentum is accumulated in a hydraulic cylinder.
