PROBLEM TO BE SOLVED: To provide a coating liquid for forming a hollow silicone particle film exhibiting low refractive index and a substrate with a coating film having low reflectance and high transparency. SOLUTION: A coating liquid for forming a hollow silicone particle film comprises a hollow silicone particle (A) and alkoxy silane (B) expressed by general formula X<SB>n</SB>Si (OX')<SB>4-n</SB>(wherein X represents a hydrogen atom, a fluorine atom, a 1-8C alkyl group, an aryl group, a vinyl group, or a fluoroalkyl group, X' represents a hydrogen atom, a 1-8C alkyl group, an aryl group, or a vinyl group, n is an integer of 0-3) and containing alkoxy silane having n=0 and/or n=1 and/or its partially hydrolyzed condensate in an amount exceeding 50 wt.%.
