PROBLEM TO BE SOLVED: To solve the problem wherein, when presenting a detour by avoiding a congestion, a hardly-passable road is presented as the detour. SOLUTION: History information showing a history of traveling a road by a vehicle is acquired, and traveling frequency information showing a traveling frequency of the road is acquired based on the history information accumulated more than a prescribed quantity, and when the traveling frequency of the road in a period determined beforehand is lower than a prescribed reference value showing difficulty of passage, road selection information for avoiding the road is generated.
