PROBLEM TO BE SOLVED: To provide an exhaust heat recovery device maintaining evaporation of coolant at an evaporation part and improving heat recovery efficiency. SOLUTION: This exhaust heat recovery device 1 is provided with a water jacket 3 evaporating coolant by exhaust heat of an engine main body 2, a power recovery machine 17 recovering exhaust heat via the evaporated coolant, and a preheater 10 applying exhaust heat to the coolant before introduction to the water jacket 3. Exhaust heat of exhaust gas is applied to the coolant introduced to the water jacket 3 to maintain continuous evaporation in the water jacket 3 to improve heat recovery efficiency.
