PROBLEM TO BE SOLVED: To make a distinction between gear change operation and racing even during travelling, and to highly accurately detect racing of an engine by a driver. SOLUTION: A speed acquiring part 11 acquires an engine speed, and information acquiring part 12 acquires a clutch state and a current gear. A threshold value setting part 13 sets a speed threshold value from a gear at the time where a clutch is turned on once again after the clutch is turned off. A racing evaluating part 14 compares transition in engine speed during an off state of the clutch with the speed threshold value to determine whether the racing is performed.
