PROBLEM TO BE SOLVED: To solve the problem that a heavy rack, where measures are not sufficiently taken for earthquake resistance, does not withstand a large earthquake such as Kobe earthquake, comes off earthquake-resisting fixture, and falls, though the measures for the earthquake resistance are taken in most cases when a conventional heavy computer rack is installed.
