PROBLEM TO BE SOLVED: To provide a cutting tool insert for mechanically machining hardened steel, tool steel of hot working and cold working, die steel, casehardened steel, high speed steel and ductile gray iron. SOLUTION: The cutting tool insert is constituted from a composite material including a binder phase including 30-60 vol% cBN phase, a titanium carbonitride phase and a TiB<SB>2</SB>phase. In the XRD pattern from the composite material using CuKα-radiation, a peak height ratio of the strongest TiB<SB>2</SB>peak and the strongest cBN peak becomes smaller than 0.02.
