A base station device which performs communication by transmitting an L1/ L2 control channel to a user device can use a combination of a modulation me thod and a channel encoding method including a plurality of types of encodin g ratios. The user device reports downlink feedback information. The base st ation device includes: means for collecting the downlink feedback informatio n; means for calculating a statistic amount according to the collected feedb ack information; means for judging whether the cell covered by the local bas e station device is an isolated cell or a cellular cell according to the obt ained statistic amount; and means for setting a combination of a modulation method and a channel encoding method to be applied to the L1/L2 control chan nel according to the judgment result.
