A blind flange disjointing and assembling apparatus is provided to perform assembly and disassembly work quickly and safely. A blind flange disjointing and assembling apparatus comprises a mainframe(80), a height control jack(77) having a rod which expands or contracts according to the fluid pressure or pneumatic; a base plate(76) which is fixed to the end part of a height control jack and in which height is controlled; a support(70) fixed to the base plate longitudinally; a supporting plate(72) fixed to the support; a plurality of supporting bolts(73) combined in the bolt hole of the blind flange; and a supporting plate(75) supporting the blind flange.
