A method of manufacturing a mixture of a liquid calcium hydroxide and a magnesium hydroxide using an alkali solution is provided to increase a process effect by putting water to an attrition mil and manufacturing a liquid calcium hydroxide magnesium hydroxide mixture, to be used as a water treating agent and to save a treatment cost. Water of 200g and plasticity dolomite of 100g are put into in a attrition mil. A mixture of a liquid calcium hydroxide and a magnesium hydroxide is manufactured by injecting alkaline solution of 4~5 weight% in liquid plasticity dolomite after crashing it and obtaining the liquid plasticity dolomite. A specific gravity of the liquid plasticity dolomite is 1.32~1.3.
