A fluorescent lamp is provided to increase the radiation pencil by making the light going out of the glass pipe bulb. A fluorescent lamp(111) comprises the glass pipe bulb(101); the low refractive index protective layer(102) formed on the lower surface of the glass pipe bulb; the fluorescent material layer(107) formed in the low refractive index protective layer; the discharge medium sealed within the glass pipe bulb; the electrode(105) discharging the discharge medium. The fluorescent material layer contains the low refractive index material. The fluorescent material layer has the refractive index lower than that of the low refractive index protective layer.
