An apparatus for controlling an emergency lamp and a method of the vehicles are provided to prevent the accident by informing the rear vehicle by turning on and off the emergency lamp automatically in case the vehicle exceeds the limited speed. A method for controlling an emergency lamp using OBD-II includes the step of initializing the control program after the starting of the vehicles is sensed(S1); the step of detecting the velocity of car(S2); the step of setting up the limit deceleration velocity of car according to the velocity of car(S3); the step of inputting the vehicle brake operation signal(S4); the step of comparing and deciding the deceleration of vehicle with the set deceleration in a brake operation; the step of turning on and off the emergency lamp if the deceleration of vehicle is over the limited deceleration(S6); the step of turning off the emergency lamp in case the velocity of car is the cancellation speed or greater(S10).
