PROBLEM TO BE SOLVED: To surely prevent a slow leakage in water supply, and attain it by a simple, highly reliable constitution. SOLUTION: A water supply valve 21 for cooling water is constituted of a valve casing 22 in which a first valve port 30A, a communication passage 32 and a second valve port 30B are sequentially formed between a water inlet 24 and a water outlet 25, a first opening/closing mechanism 33A for opening/closing the first valve port 30A, and a second opening/closing mechanism 33B for opening/closing the second valve port 30B.
