<p><P>PROBLEM TO BE SOLVED: To provide black powder made of a titanium oxynitride and excellent in conductivity and dispersibility, its manufacturing method, and a conductive black film. <P>SOLUTION: Conductive black powder contains phosphorous (P) and/or silicon (Si) while being titanium oxynitride powder expressed by general formula of TiOxNy(1.0≤x+y≤1.3, 2x<y). Its volume resistance value in a green compact under a pressure of 50 kg/cm<SP>2</SP>is≤1Ωcm and its brightness (an L value) is≤10.5. Preferably, the conductive black powder contains 0.005-2.0 wt.% of phosphorous and/or silicon while its volume resistance value in a green compact under a pressure of 50 kg/cm<SP>2</SP>is≤0.05Ωcm by alcohol treatment.
