PROBLEM TO BE SOLVED: To regularly maintain optimum access performance by rearranging slices to be assigned to a logic disk based on access frequency information for each time zone. SOLUTION: An access frequency information collection part 215 updates, at every access to a slice constituting the logic disk, access frequency information corresponding to the slice and time zone of the access among predetermined time zone-based access frequency information which is held in an access frequency information table 230 on the basis of slices constituting the logic disk. A slice movement part 213 rearranges a plurality of slices constituting the logic disk based on the time zone-based access frequency information for the plurality of slices.
