PROBLEM TO BE SOLVED: To provide an image controller which can reduce the capacity of an image memory by a simple configuration and is excellent in display visibility and expression capability. SOLUTION: The image controller is provided with a first memory control part 122a and a second memory control part 122b for specifying a pixel dot address and a display color gradation degree in the case of writing on-screen display data stored in an OSD data storage part 14 in an OSD display image data memory 123. The first memory control part 122a is set so that its processable pixel dot address range is narrower than that of the second memory control part 122b and its processable display color gradation degree is higher than that of the second memory control part 122b, and capacity in the OSD display image data memory 123 which is required for storing a display layer constructed by the first memory control part 122a is less than the capacity for storing a display layer constructed by the second memory control part 122b.
