PROBLEM TO BE SOLVED: To provide a filter for display device which has two functions of an optical function of enhancing the contrast of an image and a function of blocking electromagnetic waves, can be inexpensively manufactured and has high transmittance, and to provide a method for manufacturing the filter. SOLUTION: The filter 10 for a display device is disposed on the front face of a PDP 30. The filter 10 for a display device comprises a first transparent substrate 11a, a second transparent substrate 11b laminated with an adhesive material 11c to the first transparent substrate 11a, an electromagnetic shield layer 12 provided on the first transparent substrate 11a, and an optical functional layer 20 provided on the second transparent substrate 11b. The electromagnetic wave shield layer 12 has conductivity and blocks electromagnetic waves from the PDP 30. The optical functional layer 20 comprises a transparent resin part 21 and a blackening resin part 22 embedded in the transparent resin part 21 and absorbs external light to enhance the contrast of an image from the PDP.
