<P>PROBLEM TO BE SOLVED: To solve the problems of cases of being incapable of generating an output image in a specified time period in response to a plurality of moving image output requests, and being incapable of obtaining optimal image quality in the processing of only scale reduction due to filtering processing. <P>SOLUTION: An image processing unit includes a plurality of first resolution conversion means for converting resolution with fixed magnifications, a second resolution conversion means for converting resolution in enlargement or reduction with an arbitrary magnification, and a means for deciding whether enlargement processing or reduction processing is to be performed in the second conversion means.
