PROBLEM TO BE SOLVED: To miniaturize a bill dispensing mechanism by adapting a system having no reject mechanism and detecting whether the number of bills in a bundled state is a predetermined number or not, whereas the dispensing mechanism is enlarged by a reject retention part of a collective dispensing retention part in a conventional structure adapted to carry and stack bills one by one from a bill storage part to the collective dispensing retention part, feed the bills accumulated once in the collective dispensing retention part to the reject retention part when a sensor detects overlapping of bills in the carrying process, and newly accumulate a predetermined number of bills in the collective dispensing retention part by the same procedure. SOLUTION: A light emission value of a light emitting part is set according to a set bill number of a bill set, whether a light receiving quantity in a light receiving part is a value corresponding to the light emitting value or not is determined by a control part. When the light receiving quantity in the light receiving part is the value corresponding to the light emitting value as the result of determination, the bill set is dispensed and carried toward a predetermined part, and if this is not the case, the dispensing carrying is not performed.
