PROBLEM TO BE SOLVED: To provide a deburring washing device and a deburring washing method capable of efficient deburring washing even when removing various burrs with different deburring difficulties in a deburring washing, to which an ice blast is applied. SOLUTION: In deburring washing a cut face after a mounting resin substrate is cut into respective pieces, a face burr 18a with large adhering strength is first removed by a jet spray 21 with high pressure sprayed from a water jet nozzle 20, and then a spray particle group of two solid and liquid phases containing water frozen particles 23a and supercooled droplets 23b is injected as a washing medium 23 by an ice blast nozzle 22, to which a Laval nozzle is applied. Then, residual mustached burr 18b is covered with a frozen element 23c obtained by freezing droplets 23b into a solid body 27, and exfoliated from a resin substrate 8.
