<P>PROBLEM TO BE SOLVED: To easily set a voltage value or a current value for controlling electrifying amount of an electrifying member to an optimum value without necessitating complicated constitution. <P>SOLUTION: A test chart output instruction part 36 allows an image output device 16 to output a test chart 60 formed by consecutively changing a voltage value applied to an electrifying roll 41 by a voltage application part 35 within a fixed range. An image analysis part 32 analyzes the image data of the test chart read by a scanner 17, and detects a position where the number of dotted defective images per unit area is equal to or under a previously set number as a position where the occurrence of the dotted defective images is equal to or under a predetermined condition. An applied voltage decision part 33 decides the voltage value to be applied to the electrifying roll 41 based on the position detected by the image analysis part 32.
