<p><P>PROBLEM TO BE SOLVED: To provide a membrane separation activated sludge apparatus and a treatment method, capable of executing treatment with high BOD volume load, delaying clogging of a membrane even when operated by a high flux, reducing the frequency of cleaning or exchanging the membrane, and preventing the water quality deterioration of treatment water and the increase of sludge generation further. <P>SOLUTION: The membrane separation activated sludge apparatus for treating organic substance-containing water is provided with an aeration tank 1, a biological treatment tank 2, and a membrane separation tank 3 serially disposed in the direction from the upstream to the downstream.
