PROBLEM TO BE SOLVED: To provide a signal processing apparatus and a signal processing method for performing upconversion (quality improvement) processing of a plurality of components in an efficient procedure in the case of performing the upconversion of content data configured of a plurality of components. SOLUTION: In a signal processing apparatus, an upconversion processing unit 113 performs the upconversion (quality improvement) processing of content data stored in a data storage unit 110, and an upconversion control unit 112 determines upconversion-target components and the upconversion processing order of those components on the basis of component attribute information ("component type" or "tag value") of each component (elementary stream) included in the content data.
