PROBLEM TO BE SOLVED: To unite a chipping device, a terminal welder, and a winder together in one apparatus. SOLUTION: The apparatus for manufacturing an electric double-layer capacitor has an upper brush unit that includes an upper supporting table and a lower supporting table that can be selectively elevated to selectively support the upper or lower side of an electrode plate with upper and lower sides coated by active carbon and that includes a high-speed rotary brush to chip the active carbon applied on the electrode plate through an open region of the upper or lower supporting table; a terminal welding means wherein an electrode plate passing hole where the electrode plate of which upper and lower sides are peeled through a peeling means passes is formed and a welding unit is provided above the electrode plate passing hole in a manner to be freely raised or lowered and the terminal member is welded to the peeled region of the electrode plate and cut so as to weld the terminal to the electrode plate; and a winding means to wind up the electrode plate with the welded terminal and an insulation paper by a winding reel at the same time.
