PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner that effectively controls uneven wear of a latent image carrier and a method of manufacturing the toner, and to provide an image forming apparatus that effectively controls the uneven wear of the latent image carrier to thereby obtain a high quality image. SOLUTION: In the electrostatic charge image developing toner, the deposit efficiency of a polishing agent is not less than 10% and not more than 40%. The method of manufacturing the electrostatic charge image developing toner has a polishing agent addition process of adding the polishing agent to toner base particles, when the toner base particles are filled in a toner cartridge. Also, in the image forming apparatus, transfer residual components are deposited on a contact part between the latent image carrier and a cleaning blade, and the content concentration of the polishing agent in the deposited transfer residual components is not less than 5 mass% and not more than 25 mass%.
