摘要 PROBLEM TO BE SOLVED: To mechanically open and close a throttle valve, based on intention of a driver at a time of failure of an actuator or the like, to provide high flexibility in setting of valve open characteristics at that time, and to smoothly electronically control the throttle valve in a state of a normal actuator, with a durable, simple, low cost, and compact structure. SOLUTION: This device is provided with: a valve lever 22 which is provided on a valve shaft 8 in such a manner that the same can rotate as one unit; a cam lever 23 which is pivotally supported in such a manner that it rotates with respect to the valve shaft 8 and is arbitrarily rotated and operated by throttle operation of the driver; and a link lever 26 which transmits rotation into a valve open direction A side of the cam lever 23, to the valve lever 22 and rotates the valve lever 22 and the valve shaft 8 into the valve open direction A side with maintaining arbitrarily rotation angle characteristics. The cam lever 23 is provided with a pressing part 23c directly pressing a rotation input part 22a of the valve lever 22 by rotation to the valve open direction A, and forcibly rotating the valve lever 22 in a valve close direction B.
