PROBLEM TO BE SOLVED: To miniaturize a follow plate without staining the same by leak of fluid from an abutment part of a vessel and the follow plate with a simple pumping out operation. SOLUTION: A pumping out device 13 having the follow plate 22 arranged on a fluid surface 14a of reservoir fluid 14 in a vessel 2, having a suction port part 21a of a pump 21 installed on an installation hole 22a formed on the follow plate 22, and capable of pumping out reservoir fluid 14 by the pump 21 under this state, is provided with a pump 21, a column 18 provided with the pump 21 fixed thereon, a platform 20 having a vessel 2 mounted thereon and provided in such a manner that the same can move up and down along the column 18, a tension spring 31 suspending the platform 20 and energizing the platform 20 in a rising direction pressing the follow plate 22 against a fluid surface 14a of the reservoir fluid 14 in the vessel 2, and a hoisting operation part 34 moving an upper end part of the spring 31 up and down.
