PROBLEM TO BE SOLVED: To provide an image forming apparatus which hardly causes a deterioration in transfer quality of a toner image. SOLUTION: The image forming apparatus includes an image carrier 6 on which the toner image T is carried, and a pressure roller 14 and a transfer roller which bring transfer material P into press-contact with the image carrier. The pressure roller is arranged on a more upstream side than the transfer roller in a transfer material moving direction, and a control part to control applied voltage VT<SB>1</SB>to be applied to the pressure roller is positioned. The control part controls the applied voltage so that a difference between surface potential Vm on the surface of the transfer material coming into contact with the toner image and surface potential Vsp on the image carrier at a position just before the transfer material starts to come into contact with the toner image may be smaller than discharge start voltage Vd calculated by a Paschen's low when space between the transfer material and the image carrier is set to the thickness (d) of the toner image.
