PROBLEM TO BE SOLVED: To provide a circuit board and portable electronic device capable of improving the strength of attaching a frame to a base. SOLUTION: A circuit board 16 comprises a base 28, a plurality of electronic components 29 mounted on the base 28, and a frame 30 attached to the base 28 so as to surround the electronic components 29, wherein a resin part 36 is formed from a resin with which the inside of the frame 30 is filled. The circuit board 16 includes a folded-down part 41 (contact part) along the base 28, provided at a proximal end portion 38B on a wall 38 of the frame 30, and a rising part 42 provided at an outer end portion 41A of the folded-down portion 41.
