PROBLEM TO BE SOLVED: To stabilize the feed of a film by removing a foreign matter which obstructs the feed of the film. SOLUTION: A pin tenter is constituted so as to feed a wet film to dry it in the state where pins 72 are inserted in the lug parts of the wet film. A pin plate 73, in which a large number of the pins 72 are implanted, is supported by a pin carrier 58 and the pin carrier 58 is arranged between rails 44a and 44b to run while guided by the rails 44a and 44b. The pins 72, the pin plate 73 and the pin carrier 58 are cooled by cooling air in a first cooling area. A foreign matter such as TPP or the like is precipitated on the pins 72, the pin plate 73 and the pin carrier 58 by this cooling. In a dry ice washing area 85, mixed air 148 mixed with dry ice particles is blown against the pins 72, the pin plate 73 and the pin carrier 58 to remove the precipitated foreign matter.
