PROBLEM TO BE SOLVED: To execute data transmission by use of secure transmission media and unsecure transmission media. SOLUTION: A transmission side divides transmission data into the first half and second half, and transmits the first half portion to a radio transmission channel and the second half portion to a power line transmission line respectively. At this time, a cipher key is generated using the transmission data second half portion, and used to encrypt the transmission data first half portion. A reception side generates a decipher key from a second half portion of reception data and deciphers a first half portion of the reception data by using the decipher key to obtain the reception data first half portion having been deciphered, thereby reconfiguring the reception data together with the reception data second half portion.
