PROBLEM TO BE SOLVED: To provide a solvent-free-type modified bitumen composition enabling a hardening time to be suitably regulated according to the production condition such as a temperature, a scale and installation speculation at the production site, and having excellent operability and economy. SOLUTION: The solvent-free-type modified bitumen composition contains a component (A) of an isocyanate group-terminated hydrophilic urethane prepolymer obtained by reacting a polyisocyanate compound (A1) with a hydrophilic polyol compound (A2), a component (B) of a bitumen emulsion obtained by emulsifying a bituminous substance (B1) in water (B2), and a component (C) of a heterocyclic compound having an -N=C-NH- skeleton in the molecule.
