<P>PROBLEM TO BE SOLVED: To suppress the generation of steam white smoke by an efficient method which decreases use of electricity. <P>SOLUTION: A fuel cell system is equipped with a fuel cell unit 1; a decision means 15 deciding whether steam contained in offgas is condensed or not when offgas exhausted from the fuel cell unit 1 is exhausted to the outside air; and a moisture decreasing means decreasing moisture contained in the offgas.
