PROBLEM TO BE SOLVED: To simplify a structure or a control process of a mechanism for forming a detection mark on a tape.

SOLUTION: This tag label forming device 1 comprises a cartridge holder 6 for setting a first roll 102 formed by winding a basic material tape 101 with a plurality of identification marks PM at a plurality of positions including marks each formed of two black stripes arranged at a pitch 2Pp and marks each formed of one black stripe arranged at a pitch 2Pp, a tape conveyance roller drive shaft 108 for conveying the basic material tape 101 fed from the first roll 102 mounted on the cartridge holder 6, a print head 23 for performing prescribed printing on the basic material tape 101 or a cover film 103 to be adhered thereto, and a mark sensor 127 for detecting the identification marks PM. The tape conveyance roller drive shaft 108 and the print head 23 are controlled in collaboration with each other according to the detection result of the identification marks PM detected by the mark sensor 127.
