PROBLEM TO BE SOLVED: To solve the problem that if taking into consideration a factor that a precious image is recorded at a fine accuracy and without omission, which is a most important use of a monitor system, a power consumption correlated as its tradeoff increases. SOLUTION: According to an installation environment, a user's use situation, and the like in which monitor cameras (1-16) connected to a monitoring record playback system 0 are connected, a plurality of cameras are collected to one group. A minimum of one camera is activated all the time in the group to prerecord to a memory. When an abnormality is detected by a sensor provided in the activating camera, another camera in the group is started up with an abnormality signal as a trigger, and a record to an HDD is started. Since no functions as a trigger to another group generate, only a necessary portion is intensively recorded, a record of an unwanted portion is avoided, and an increase of the power consumption is suppressed.
