PROBLEM TO BE SOLVED: To certainly know a message content considering a load to a network even if a user of a mobile terminal at a call termination side does not manually reproduce a stored message. SOLUTION: When the load of a mobile communication network is large (for example, it exceeds 100%-70%), this apparatus discriminates that processing does not involve message attachment, interrupts the processing, and sends only a notification without attaching the message by a processing response (K10). When the load of the mobile communication network is not so large (for example, 70%-50%), an upper limit value of a maximum file size is a half of a maximum file size of regular distributing mail. Furthermore, the apparatus continues the processing, and proceeds to a step for confirming a user's setup status (F20). When the load of the mobile communication network is not large (for example, 50%-0%), the upper limit value of the maximum file size is the maximum file size of regular distributing mail.
