PROBLEM TO BE SOLVED: To determine a degree of influence of a shadow in an image on image recognition. SOLUTION: An edge extraction part 210 extracts an edge from a road image picked up by a camera 110. A white line recognition evaluation value calculation part 220 calculates a white line recognition evaluation value showing the degree showing the white line of each edge based on the parallelism of two edges and the matching level of the edges of two road images. A shadow influence evaluation value calculation part 230 calculates a shadow influence evaluation value showing the degree of influence of a shadow based on luminance and sun elevation based on the fact that the shadow is strong when the luminance is high, and that the shadow is large when the sun elevation is low. An integrated recognition evaluation value calculation part 240 calculates the degree showing the white line of the edge based on the white line recognition evaluation value and the shadow influence evaluation value as an integrated recognition evaluation value.
